Wisconsin recently was one of multiple states to detect unauthorized intrusions of state UI data originating from Japan, South Korea, Russia and inside the U.S. We are working with the USDOL – OIG to investigate the multi-state hacking incident and continue to take additional steps to ensure the safety and security of Wisconsin’s UI systems.
Data users with access to New York State-specific files will find that these county codes differ from those used “in-house” by the New York State Department of Labor. The Security Policy indicates that all agency information should be classified on an ongoing basis based on its confidentiality, integrity, and availability. The substantial increase in funding for UI benefits spurred a dramatic spike in UI fraud across the country, resulting in the theft of federal funds intended to help those struggling with unemployment during the current pandemic and economic crisis. The Department of Labor and Industrial Relations, Unemployment Insurance Division has launched a “New and Interactive” Employer Web Application. It’s a one-stop, self-service web application which provides employers with online access to their UI account information such as their tax rates and reporting history. Employers will be able to report quarterly wage data and make contribution payments, request for direct deposit of refunds, complete online forms, and much more. The DOL urges anyone who has received an official communication about unemployment benefits – like a monetary determination letter – but did not apply for unemployment benefits, to immediately report it to the DOL aton.ny.gov/uifraud.

Cybercriminals may also use online bots and scripts to automatically submit claims using compromised PII, which allows them to file fraudulent claims at mass scale. Assistant U.S. Attorney Richard A. Resnick, who is handling the case, stated that in October 2020, the U.S. Department of Labor received information from the New York State Department of Labor that a federal prisoner was illegally receiving NYS unemployment insurance benefit payments. Subsequent investigation determined that the IP address associated with the unemployment claim was also associated with multiple other claims, including the defendant Shaneesha White.
Criminals create these websites and scam texts to trick people into disclosing personally identifiable and sensitive information. The New York State Department of Labor has created a public service announcement about COVID-related fraud because stealing unemployment benefits has become so rampant. If the claimant will have a telephone hearing, they will receive the hearing evidence packet by mail.
